New roof: Do I need to pay VAT?

Question:

The roof on the property I intend buying is approximately 70 years old and needs a new like-for-like roof. Will VAT apply? 

Arthur Weller replies:  

Certainly, the builder or roofer will charge you VAT on the new roof. However, if you fit into certain categories, it could be that only 5% VAT will apply instead of 20% VAT (e.g., if you are renovating a residential property that has been empty for two years or more).
