Do you pay stamp duty land tax on an inherited property?

If a person has inherited a property in England is there stamp duty land tax (SDLT) to pay?

If you look at www.gov.uk/hmrc-internal-manuals/stampduty-land-tax-manual/sdltm00570 and 00570a you can see that under ordinary circumstances there is no SDLT when property is inherited.
