Council tax and Covid

Question:

Due to the Covid lockdown, my granddaughter (aged twenty-two) has come to live with me. She had to leave her present accommodation and, due to the virus, it is difficult for her to find living accommodation. I get a 25% discount from council tax for living on my own. It is only temporary, but for how long?

Arthur Weller replies:

If you take a look at this article on council tax, it states: “Some people are not counted as a second resident for council tax bills, even if they live in the property. These are known as ‘disregarded persons’”. Some examples are: (a) an apprentice studying for a recognised qualification; (b) a young person (under 25) in approved training; (c) a full-time student attending university or college; (d) a student nurse.
