Registration Delays Hit All Time High
Delays in VAT registrations continue to get worse, and can now take as long as three or four months for a seemingly straight-forward case. This compares with two months in 2006, and around two weeks a few years ago. Delays of up to six months are common when anti-fraud checks are carried out as part of the clampdown on carousel fraud. According to recent reports, it is now taking 30 days or more for registrations sent by post to even be opened by HMRC, and correspondence sent to them in support of applications is often lost, further complicating and delaying the process. VAT Treatment of Contracted Out Local Authority Leisure Services
An announcement that the ‘memorandum of understanding’ agreed in 1991 between Customs and Excise and the Chartered Institute of Public Finance and Accountancy (CIPFA) has recently been reviewed. VAT: Further Clarification of the Treatment of Foreign Exchange Transactions (FOREX) and Transactions in Other Financial Instruments
Further to BB 21/05 issued in light of the Tribunal decision in Willis Pension Fund Trustees Ltd (VTD 19,183), HMRC has issued more guidance on when forex transactions are supplies for VAT purposes.
HMRC say the circumstances in Willis were very specific, and care needs to be taken when trying to give it wider application. The ECJ’s decision in First National Bank of Chicago remains the lead case on the VAT treatment of forex transactions. To learn more details of this article click here

Changes to the Rules on Bad Debt Relief for Goods Supplied on Credit Terms.
Revised HMRC policy on bad debt relief claims relating to goods supplied on credit terms, including hire-purchase, conditional sale and credit sale agreements.
